Luke Ombara
Luke currently serves as Director, Regulatory Policy and Strategy, at the Capital Markets Authority, Kenya, where he provides overall strategic leadership in Research and Analytics, Policy Design, Market Deepening, Regulatory Affairs, and Consumer Protection. A senior economist and policy analyst with over 25 years’ experience in capital markets policy formulation and product development, he has authored more than thirty research and policy advisories focusing on gaps in the securities, investments, and derivatives markets. He is a Balance Score Card Professional and an alumni of the Harvard Kennedy School and Wharton Executive Education Programme. Mr. Ombara served as the Nairobi Securities Exchange (NSE) Demutualization Champion between 2010 and 2011; as Project Manager for the establishment of a Derivatives Market in Kenya between November 2012 and December 2015; and pioneered the establishment of FinTech Regulatory Sandbox in Kenya in 2018. He currently serves as Chairman of the Kenyan Capital Markets Master Plan (2014-2023) Secretariat and Chairman of the Joint Technical Committee of the CMA, NSE, and the Central Depository and Settlement Corporation. Additionally, Luke has served as Alternate to the Chief Executive on the Board of the International Organization of Securities Commissions (IOSCO), Member of the IOSCO Infrastructure Working Group (IWG); currently as Chairman of the African and Middle East Regional Committee (AMERC) IOSCO Secretariat; Associate Member of the Toronto Leadership Center; and Member of the Technical Committee of the Kenya Joint Financial Sector Regulators Forum. Ombara is an ardent soccer fan, relishes a broad genre of contemporary and classical music, and enjoys reading innovative publications.
