In the latest Milken Institute Review, Alan Manning, economist from the London School of Economics takes on the conventional wisdom that President Obama's proposed $9 minimum wage will price unskilled workers out of the market. The latest research, he says, suggests that a government-mandated increase would actually create jobs.
