J. Ben Watkins
Director, Division of Bond Finance, State of Florida
J. Ben Watkins has been the Director of the State of Florida Division of Bond Finance, reporting to the governor and cabinet, since 1995. The Division of Bond Finance is responsible for issuing bonds for the state and advising on debt management. It administers bonding programs for various state agencies, including the departments of Education, Transportation, Environmental Protection, Corrections and Management Services, as well as borrowings for the state university system, the Florida Turnpike system, and the Florida Hurricane Catastrophe Fund. Watkins also advises on legislative and financial issues involving new financing programs and debt management issues. He serves on the Debt Committee of the Government Finance Officers Association and the Municipal Code Corporation Board, among others. Watkins holds a B.S. from Auburn University and a J.D. from the University of Florida College of Law.
