Speaker's Biography:
John Chiang
California State Controller
John Chiang was elected to serve as California State Controller in 2006. In that role, he chairs the Franchise Tax Board, and serves on 76 boards and commissions, including CalPERS and CalSTRS, the nation's largest public pension funds, and the State Lands Commission. Since assuming office, he has created an assistance program to provide local officials with the tools to protect their funds while complying with state mandates. Chiang has also teamed with the state treasurer to propose a Citizens' Bond Oversight Commission that would allow taxpayers to track projects funded by the $42.7 billion infrastructure bond measure passed in 2006. He has also joined with institutional investors to call for federal standards to address global warming. Chiang was first elected in 1998 to the Board of Equalization, where he served two terms, including three years as chair. He began his career as a tax law specialist with the Internal Revenue Service and previously served as an attorney in the State Controller's Office. He graduated from the University of South Florida and received a law degree from the Georgetown University Law Center.
