Speaker's Biography:

Andrey Vavilov
Chairman, Institute for Financial Studies; former First Deputy Minister of Finance, Russia

Andrey Vavilov is Chairman of the Institute for Financial Studies in Moscow. From 1993 to 1997, he was First Deputy Minister of Finance, in charge of macroeconomic policy and government debt management. He headed Russia's negotiations with the IMF, the World Bank, and the London and Paris Clubs, and initiated the first Eurobond issue and credit rating. Vavilov has written more than 50 professional and general articles, and is the author of the monograph Government Debt: Lessons from Crisis and Principles of Management. He is a founder of the Human Capital Foundation, a charity supporting various scientific research projects. For several years, he ran his own successful oil business in Russia. Currently, Vavilov is involved in public policy in Russia as a member of Russian Council of Federation. He holds a Ph.D. in economics and finance.
