Dennis Vicars
Executive Director and CEO, Professional Association for Childhood Education Alternative Payment Program (PACEAPP); CEO, Human Services Management Corp.

Dennis Vicars is Executive Director and CEO of the Professional Association for Childhood Education Alternative Payment Program (PACEAPP) and CEO of Human Services Management Corp. As a corporate executive, owner, and advocate on both the public and private side with over 25 years of early care and education experience, Vicars has a unique understanding of the early childhood field. to the position. Vicars has been a speaker and workshop host for various organizations, including National Association for the Education of Young Children, National Child Care Association and Professional Association for Childhood Education. Nationally recognized as an expert in early care and education, Vicars has assisted on numerous advisory boards, including the states of Maryland, Virginia, Oregon, and Washington, and was co-chair for Governor Meecham′s Arizona early care regulations overall in the early 1980s. Vicars served on California′s Master Plan for early childhood education as well as on numerous advisory panels for state Senators Alpert, Steinberg, Burton, and Runner. More recently, he has been involved in PACE′s and California Alternative Payment Program Association (CAPPA)′s legislative committees, board member to Child Development Policy Institute (CDPI), and a chair of Sacramento′s Local Planning Commission.
