John A. Perez is speaker of the California Assembly. He was elected speaker by his colleagues in January 2010 and elected to the Assembly in November 2008. As speaker, Perez has made job creation and improving California's economy the Assembly's top priority. His legislation established the Governor's Office of Business and Economic Development (GO-Biz), which serves as the state's one-stop shop for encouraging businesses to locate and expand in California. At Perez's direction, the Assembly led the effort to reduce the turnaround time for business licenses at the secretary of state's office. During Perez's tenure, the Legislature has passed three consecutive on-time budgets for the first time in 30 years. With the Assembly's Blueprint for a Responsible Budget, Perez set the stage for a 2014 ballot initiative that will create a real rainy day fund to reduce the state's fiscal volatility.
