Former Emergency Manager, Detroit
Kevyn Orr was appointed emergency manager for the city of Detroit in March 2013, charged with restructuring the city's finances and operations. In that capacity, he oversaw the largest and most complicated municipal bankruptcy proceeding in the nation's history. As a result, the Motor City successfully restructured $18 billion in debt, implemented a multiyear revitalization plan for services and operations, put the city's art in a perpetual public trust and avoided drastic cuts to pension and retiree benefits. Orr has practiced law in the areas of business restructuring, financial institution regulation and commercial litigation for three decades, having been associated with the Jones Day law firm, the U.S. Justice Department, Resolution Trust Corp. and the FDIC. He is a member of the bars of Florida and the District of Columbia as well as the American Bar Association. Orr holds a B.A. in political science and a law degree from the University of Michigan.
