Speaker's Biography

Heng Wing Chan

Senior Advisor, Milken Institute Asia

Chan Heng Wing is a senior advisor to the Milken Institute Asia Center and a senior advisor in Singapore's Ministry of Foreign Affairs as well as a non-resident high commissioner to the People's Republic of Bangladesh. Previously, Chan was managing director for international relations at Temasek International in Singapore and chief China representative for Temasek Holdings. He is an independent director of Shanda Games Ltd., Banyan Tree Holdings, F&N Ltd. and the holding companies of Fullerton Bay and Fullerton Hotel. Chan also has served as consul general to Shanghai, Singapore's ambassador to Thailand and Singapore's consul general to the Hong Kong and Macau special administrative regions of China. Earlier, he was Prime Minister Goh Chok Tong's press secretary and director of the media division in the Ministry of Information and the Arts, and he held positions in Singapore's permanent mission to the United Nations. He holds a B.A. and M.A. from the University of Singapore and an M.S. from the Columbia Graduate School of Journalism.
