Dale Bonner is a senior advisor at the Milken Institute and executive chairman of Plenary Concessions, which holds Plenary Group's project company portfolio in North America. Previously, he served as California's secretary of business, transportation and housing, overseeing the Transportation Department and representing the state in domestic and international affairs involving infrastructure, business regulation, trade and foreign investment. He also chaired the California Infrastructure and Economic Development Bank and the Public Infrastructure Advisory Commission and served on numerous other infrastructure boards and commissions. Bonner is credited with championing California's design-build and public-private partnership programs and advancing the Presidio Parkway public-private partnership, the Gerald Desmond Bridge design-build replacement project and the Colton Crossing rail-to-rail grade separation, among others. He holds a B.A. from the University of Southern California and a law degree from Georgetown University Law Center.
