Paul Vallas is the former superintendent of the Recovery School District of New Orleans and Louisiana and the current Democratic candidate for lieutenant governor of Illinois. Working as a district superintendent in several states, he established a record of rebuilding school systems in the wake of natural and manmade disasters. In post-Katrina New Orleans, he created the nation's first 100 percent school-choice district, negotiated the FEMA settlement and launched the largest school-rebuilding initiative in U.S. history. In Chicago (1995-2001), he initiated reforms that eliminated a $1.25 billion deficit and left the district with $300 million in reserves. Vallas also eliminated a large deficit in Philadelphia (2002-2007), while overseeing that district's largest school reconstruction program. In 2010, he launched the Vallas Group while consulting for the education ministries of Haiti and Chile in the wake of their earthquakes. Earlier, Vallas served as Chicago's budget director.
