Hugh Waters

Dr. Hugh Waters is director of health economics research at the Milken Institute, where he leads work on measuring the health impacts and economic costs of public health risks and health disparities. He is an expert in the application of quantitative methods to evaluate health policies and programs and to design credible “what if” scenarios to evaluate the impact of proposed policy changes. He has successfully carried out economic evaluations using Activity-Based Costing (ABC) in a wide variety of healthcare settings. He has worked closely with private health insurers and Medicaid programs in North Carolina, Michigan, Minnesota, Maryland, and Virginia. 

Dr. Waters has more than 20 years of experience working with public health programs, both in the U.S. and internationally. He was a previously a full-time faculty member at the University of North Carolina and the Johns Hopkins Bloomberg School of Public Health, where he currently holds adjunct faculty positions. He has a M.S. in international economics from Georgetown University, and a Ph.D. in public health economics from the Bloomberg School of Public Health. He speaks French and Spanish fluently, and has worked in over 30 countries. Dr. Waters works at the Institute’s Santa Monica office.
