Rebecca Simon is a policy analyst at the Milken Institute California Center. She focuses on community and economic development through infrastructure and human capital investment. Prior to joining the Institute, Simon worked in San Francisco for a nonprofit legal advocacy organization, where she collaborated with local leaders on matters related to economic justice and empowerment. Most recently, she worked for the City of Glendale’s urban design and mobility division, addressing critical transportation and development issues. Simon holds a bachelor’s degree in political science from Villanova University and dual master’s degrees in public administration and urban planning from the University of Southern California. She works at the Institute’s Santa Monica office.
